Decree of the President of the Republic of Azerbaijan on additional measures to optimize the activities and increase the efficiency of scientific institutions subordinate to the Ministry of Science and Education of the Republic of Azerbaijan

Guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to optimize the activities of scientific institutions subordinate to the Ministry of Science and Education of the Republic of Azerbaijan and increase their efficiency, I decree:

1. To the Cabinet of Ministers of the Republic of Azerbaijan:

1.1. To ensure the phased implementation of the following activities by the end of 2025 and inform the President of the Republic of Azerbaijan about the results:

1.1.1. The following legal entities of public law shall be established within the system of the Ministry of Science and Education of the Republic of Azerbaijan (hereinafter referred to as the Ministry):

1.1.1.1. The Institute of Geology shall be based on the Institute of Geology and Geophysics and the Institute of Oil and Gas;

1.1.1.2. The Institute of Geography shall be based on the Institute of Geography named after Academician Hasan Aliyev and the Institute of Soil Science and Agrochemistry;

1.1.1.3. The Institute of Physics shall be created on the basis of the Institute of Physics and the Institute of Radiation Problems;

1.1.1.4. The Institute of Chemistry shall be based on the Institute of Catalysis and Inorganic Chemistry named after Academician Murtuza Nagiyev and the Institute of Chemistry of Additives named after Academician Ali Guliyev;

1.1.1.5. Institute of Mathematics based on the Institute of Control Systems and the Institute of Mathematics and Mechanics;

1.1.1.6. The Institute of Botany was created on the basis of the Institute of Botany and the Institute of Dendrology;

1.1.1.7. The Institute for Living Systems Research on the basis of the Institute of Zoology and the Institute of Physiology named after Academician Abdulla Garayev;

1.1.1.8. The Institute of Molecular Biology was created on the basis of the Institute of Molecular Biology and Biotechnology, the Institute of Microbiology and the Institute of Biophysics;

1.1.1.9. 2 (two) new scientific institutions with modern infrastructure and research and development and production facilities in accordance with international standards;

1.1.2. Transfer of the Institute of Polymer Materials of the Ministry to Sumgait State University;

1.1.3. Transfer of the Institute of Ecology and Natural Resources (Ganja), the Institute of Bioresources (Ganja), the Institute of Agrarian Problems (Ganja) and the Botanical Garden (Ganja) of the Ministry to the subordination of Ganja State University;

1.1.4. Transfer of the Institute of Natural Resources (Nakhchivan), the Institute of Bioresources (Nakhchivan) and the Batabat Astrophysical Observatory (Nakhchivan) of the Ministry to the subordination of Nakhchivan State University;

1.1.5. Liquidation of NPO Nafta, NPO Ashgar, NPO Composite, subordinated to the Ministry;

1.2. resolve other issues arising from this Order.

2.The Ministry of Science and Education of the Republic of Azerbaijan shall take the necessary measures to resolve the issues arising from this Order.

3.The Ministry of Finance of the Republic of Azerbaijan shall ensure in the draft state budgets of subsequent years the allocation of the necessary financial resources for the maintenance of newly created scientific institutions in accordance with paragraph 1.1 of this Order.
